Champion Lakes

 | In late 2000, the Champion Lakes project was formally launched. The 122 hectare site, owned by the WA Planning Commission and the City of Armadale, is accessible both to public transport and to the local and regional road networks, including the Tonkin Highway, and has been identified as a potential location for regional scale recreational facilities with a water-based focus. Planned elements of the development include an international standard rowing course, which would also be available for other water based recreational activities, and also a 'white-water' canoeing/rafting facility. Land-based uses identified so far include a hotel and conference centre and an Aboriginal cultural centre, as well as residential development opportunities.
The City of Armadale and the WA Planning Commission have already undertaken a considerable amount of work on the Champion Lakes project. The Authority will be responsible for further planning of the site.

 | Both of these sites are currently Reserved for Public Purposes under the Metropolitan Region Scheme. However, in practice neither is expected to be needed for its reserved purpose. The 1999 Redevelopment Workshop identified housing as a possibility for both sites, with some limited potential for commercial use on the High School site at the Champion Drive/Lake Road corner.
Both sites will benefit from improved road access with the planned upgrading of Champion Drive in this area. When that road is connected to the extended Tonkin Highway, to the west, the High School site in particular will be at a prominent intersection, which may offer increased opportunities for non-residential development. The nearby Champion Lakes development may also have a positive effect on the TAFE and High School sites in terms of wider land use options and improved values.
The TAFE site includes the existing TAFE Equine Training centre, incorporating relatively new facilities and which will continue to operate in its present location.

 | Calm Site, Albany Highway

 | This two ha site, which occupies a prominent position on Albany Highway, was previously occupied by a CALM regional office but is now unused, although some of the CALM buildings remain. The site was not included in the 1999 Armadale Redevelopment Workshop.
The site is adjacent to the new Armadale Kelmscott Memorial regional hospital and this may make it particularly suitable for uses associated with the health service, or for specialist housing such as aged persons facilities, or for a combination of such uses.

The Forrestdale Business Park occupies approximately 190 hectares, and is bounded by Armadale Road, Lake Road, Ranford Road and the new Tonkin Highway.
The site has excellent access to the existing and proposed regional road network, including the extended Tonkin Highway, and will be a major new focus of economic activity and employment for the region, with the potential upon full development to generate over 4,000 new jobs.
The Authority and the City of Armadale will be working together to promote light industrial and commercial development of a high standard within the Business Park. The City has been working closely with existing owners in the development of a statutory planning framework for the Park development, including a detailed Structure Plan. This planning process is now close to completion, and the Authority will be reflecting the City's work in the planning provisions which will eventually be incorporated into its own Redevelopment Scheme. The Authority will also be considering options for the early funding of service infrastructure that would enable development of the Park to be better coordinated and to begin as soon as possible.

 | The Armadale Redevelopment Area within the city centre covers the existing commercial 'core' as well as areas extending north to Armadale Road and east to South West Highway.
The centre was examined in some detail during a 1999 Armadale redevelopment workshop. The outcomes of which developed a number of proposals and principles for the future of the centre. Many of these ideas appear to remain valid and they will be reviewed and incorporated into the development of the Authority's Concept Plan for the area, with the primary objective of enabling the centre to better fulfil its role as a Strategic Regional Centre providing services to a wide community.
Key early initiatives in the centre include the redevelopment of the existing rail station, which will see the station access moved north to provide a better relationship with the centre's main areas of activity. The station redevelopment project, which is being funded through the government's 'Building Better Stations' programme, will be important in catalysing other changes and improvements in the city centre.
ARA will be seeking to work cooperatively with business owners and operators, and with potential investors in the centre, to ensure that all future development activity is considered with the common goal of improving the centre's overall performance and level of service to the community. The Authority, in conjunction with the City of Armadale, will be looking at improvements to amenity, safety and security in the centre, and to develop targeted planning controls, policies and design guidelines to direct future development.

 | South Armadale

South Armadale was examined as part of the 1999 Armadale Redevelopment Workshop, at which time there was some expectation that the existing brickworks in the area would be closing. The brickworks has, however, now been upgraded to meet higher environmental standards, and will now continue to operate, but from a considerably reduced site.
The City of Armadale has been working with the owners of the brickworks site to develop planning provisions for the area. These include new road connections with the existing South Armadale industrial area and a new road crossing of the railway line at Harber Drive. Possible uses for the area include high quality light industry and commercial activities. The Authority will be reflecting the planning work already done by the City of Armadale when developing its own Redevelopment Scheme provisions for the South Armadale precinct.

 | Wungong Urban Water (Brookdale)

 | The Wungong Master Plan will facilitate a unique and visionary residential development housing up to 40,000 people over the next 15 years.
With Wungong's natural landscape and waterways as a starting point, the master plan has evolved to include a complementary range of lot sizes and housing types that will create an attractive sense of character for Wungong and signal a new approach to urban living.
The estate will showcase contemporary water sensitive and energy efficient designs in addition to community parks along avenues of eucalypt lined public open space radiating from the Wungong River. These features will make Wungong one of Australia's smartest, innovative and sustainable urban developments.
Master planned by the Armadale Redevelopment Authority in partnership with the CSIRO, this project is the only one of its kind within the CSIRO's National Research Flagship 'Water for a Healthy Country'

Concept Plan and Redevelopment Scheme Amendment No. 6 In January 2005 the western portion of the Kelmscott Town Centre was added to the Armadale redevelopment area to support revitalisation. This 13.7 hectare site, comprising lots in both public and private ownership, is bounded generally by Albany Highway, the rail line as far north as Westfield Road, Davis Road and Railway Avenue and land west of Railway Avenue.
The concept plan for the western part of the Kelmscott Town Centre and the accompanying Amendment No. 6 to the Armadale Redevelopment Scheme were released for public comment from late January to 10 March 2006. The non-statutory concept plan and statutory Redevelopment Scheme Amendment are intended to provide the framework to guide new public and private investment in Kelmscott to revitalise this historic centre.
Amendment 6 was finalised in May 2006 and provisions for Kelmscott incorporated into the Armadale Redevelopment Scheme.
Implementation Actions
Implementation of the concept plan has commenced with the construction of a signalised intersection and pedestrian improvements at the Page Road / Albany Highway intersection. The Public Transport Authority proposes to commence the upgrading of the Kelmscott rail station in early 2007, and the concept plan provides a context for transit supportive development to enhance this upgrade. Stage 1 landscaping works on Albany Highway are anticipated to commence in early 2007.
