In response to community feedback the Town wishes to update its broader Town Centre strategic planning framework prior to the State Government committing further resources and investment into the revitalisation of the Town Centre via the Bassendean Activity Centre project. This means that redevelopment of the Wilson Street and Bassendean Oval sites (as per the Council's resolution) are to be considered in parallel with any updates the Town may make to its local planning framework for the Town Centre.

This is an opportunity for the Town through the guidance of their recently appointed Director of Strategic Planning, to update their planning framework in line with new State Government policies such as Perth & Peel @3.5million and to conduct further community engagement activities to gather input from local residents and businesses.

The Town will now independently investigate revitalisation opportunities for the Civic Centre. The BIC Reserve is no longer being considered for any development proposal.

We encourage the local community to look out for announcements from the Town as to how they can continue to be involved in the future planning of Bassendean.

The proposed Bassendean Activity Centre redevelopment comprises three sites within the town centre. It is anticipated that redevelopment plans will help to realise the vision of the Bassendean Town Centre Strategy and in particular be a catalyst for activating Old Perth Road.

The plan contains the following:

  • Approximately 350 to 450 new homes (apartments, maisonettes, terraced houses and grouped housing sites) close to public transport options
  • St Michael’s school to retain use of the BIC Reserve for sports and play activities
  • Removal of fencing around the oval and introducing public access as a parkland space 24/7
  • Possible mix of commercial and mixed-used buildings to generate local business and employment opportunities
  • Tennis club, bowls club, war memorial and Swan Districts Football Club to remain where they are
  • Improved pedestrian connections through the town centre to Bassendean train station
  • A landscaping plan that provides for:
    • the significant retention of existing trees
    • improvements to existing open space incorporating new trees and plants to encourage increased use and a green link to the river
    • enhanced activation through new equipment for public open space areas such as playgrounds, seating, BBQ’s, signage, public art, terraced garden and fitness equipment
    • Respect of the oval’s heritage character through retention of oval grandstand, rose garden and heritage entry gates

The redevelopment will be delivered in partnership with the Town of Bassendean and the Swan Districts Football Club, with LandCorp responsible for the project's implementation.

Following an extensive community consultation and planning process starting in November 2015, the preferred concept plan for the three sites within the Bassendean Activity Centre was presented to the community during July and August 2016.
